THREATS AND OTHER INCIDENTS

Since the signing of the Hangberg Peace and Mediation Accord, 20 September 2011, a number of incidents have been recorded where there were direct acts of intimidation, insults, and threats of violence and damage to property against those involved in the peace and mediation processes within Hangberg.

Haneefa Lee - Social Development Coordinator was threatened and insulted by a known individual- 20 September 2011- Informed SAPS - Case number given.

Nathan Williams - on the Mediators; his stationary car was deliberately driven into on the evening of 20 September 2011 by the ANC candidate for Councillor, aka "Ranka". Nathan's car was parked on the opposite pavement. Ranka got into his vehicle after Nathan and Anthony got out to visit Delon, Ranka drove across the road and bumped Nathan's car and then drove off. Justin who was in Nathan's vehicle at the time, jumped out and ran after Ranka and who was stopped at the stop street. Ranka came back to the scene of the incident and he wrote a note accepting responsibility for the damage to the vehicle.

Gregg Louw was threatened and told that he will be killed - unknown person/s – 21 September and then again 24 September 2011

Fred Warner - in the ear1y hours of the morning - 25 September 2011 - a bottle was thrown against his house and missed his window.

Delon Eqypt (who lost his eye) has been told that he will see what will happen to him because he "sold out his community" - since the 20 September and ongoing

Anthony Theunissen - the representative for those above the sloot was also threatened - since the 20 September and ongoing Public insults and defamatory comments have been made and continue to be made against the leaders of the Peace and Mediation Forum; First at a so called Interfaith Meeting on the 21 September 2011 and then at a Heritage event in the Hangberg Park where streams of insults were publicly expressed about the "sell out leaders" and defamatory comments about the Mediator and placards about ; "Brian Williams the Medi - Hater and Troublemaker.

Facebook; Then we have a number of current insulting comments about
  • Shanaaz Halim
  • Pastor Ivan Van Wyk
  • Gregg Louw on Facebook by "Ranka" and additional insults expressed by Roscoe Jacobs, also on Facebook.
Gawie von Beneke, one the Peace and Mediation Forum leaders has been accused on Facebook of being a racist by Ranka. Gawie has laid a charge at SAPS.

Insulting comments about Brian Williams on Facebook/Twitter and in the public space by persons from a certain political grouping and within their support networks have been happening for the past 10 months.

29 September 2011 - Sabotage of a trailer that was hired to transport a Wendy house for one of the community members to obtain decent shelter. This was a donation by a private company in support of a Project by the PMF. All the wires of the trailer were cut and thrown on a rubbish heap.

Since the 20 September 2011 signing of the Peace and Mediation Accord and especially over the weekend, community members were asked to sign documents and told that the Peace and Mediation Forum leaders had sold them out.

Pamphlets have been distributed in the community stating that

WE SHALL NOT BE MOVED and SOLD OUT

This pamphlet was issued by the so called Hout Bay Civic Association. A meeting is set for 7pm tonight at the Civic Centre.

In addition, the ongoing failure and/or refusal of SAPS to take action against a single High Court violator does not bring comfort to the Peace and Mediation Forum leaders.

Since 24 May 2011 a formal concern was raised with SAPS; Station Commander who was in that meeting as well as the then MEC for Community Safety, Bertie Fritz who was also present.

The Mediator was also present and leaders of the PMF but despite names being handed to Captain Bester, no action has been taken.

Captain Bester now claims - 29 September 2011 that no names were given to him and that he did not receive a complaint about High Court violations and that is why he cannot investigate. He also said that he was told by Community Safety officials not to investigate Hangberg High Court violations.

Recommendations

Get Community Safety to set up an investigation with independent and trusted professionals to take community complaints about the failure and/or refusal of SAPS to do their work in Hangberg.

SAPS must be placed under pressure to do their work - problem is that SAPS not trusted by the community.

Communication strategies urgently required to get positive messages into the community.

Support to the Peace and Mediation Forum is urgently needed so that they can continue to function as the frontline partners of the City, the Province and SAN Parks - they need boosters to gain their strength and energy for the next phase of implementation.

The Peace and Mediation Accord needs to be made an Order of Court as soon as possible.
